South Whidbey school levy rates low compared to similar-sized districts

Levy rates for the South Whidbey School District are low compared to a few similarly sized districts.
SOUTH WHIDBEY: 1,580 students enrolled (26.8 percent eligible for free and reduced lunch); pays $1.04 for M&O, $0.53 for capital/tech levy.
CASHMERE: 1,470 students (47.5 percent eligible for free and reduced lunch); pays $2.62 per $1,000 for M&O, no capital levy; $12.8 million revenue
ELMA: 1,743 students (50.7 percent eligible for free and reduced lunch); pays $2.50 for M&O, no capital levy; $16.4 million revenue.
GRANGER: 1,530 students (57 percent eligible for free and reduced lunch); pays $2.36 for M&O, no capital levy; $15.4 million revenue.
COUPEVILLE: 1,093 students (31.9 percent eligible for free and reduced lunch); pays $0.88 for M&O, no capital levy; $9.9 million revenue.
OAK HARBOR: 5,780 students (36.7 percent eligible for free and reduced lunch); pays $.79 for M&O, no capital levy; $47.9 million revenue.
