Fred McCarthy has 10 months to shape Langley, South Whidbey's only incorporated city.

The Langley City Council voted in Fred McCarthy, the former superintendent of the South Whidbey School District, as interim mayor by a 2-1 vote Tuesday. Council members Rene Neff and Jim Sundberg cast their lots for McCarthy, and Councilman Doug Allderdice voted for Hal Seligson, who has served on the council for two years.
