Port of South Whidbey commissioners will hold a public hearing next week on the port’s preliminary budget for 2012.

Three budget models have been prepared that outline possible spending next year. The three versions all contain a different bottom line in receipts — ranging from $694,000 to $2.9 million — based on the prospects for funding related to the makeover of the Langley Marina.

The low-end budget is based on a no-construction scenario for the marina expansion, said Port Manager Ed Field.

The middle budget totals $923,862 in receipts. That preliminary budget assumes only boat floats are added at the city of Langley’s small boat harbor.

The $2.9 million budget is based on the full-construction scenario for the marina expansion.

The port will hold a public hearing at the start of the next commissioner’s meeting, scheduled for 7 p.m. Tuesday, Oct. 11 in the meeting room of the South Whidbey Parks & Recreation District at 5475 Maxwelton Road.

According to the preliminary budget, property taxes are expected to climb from $505,000 in this year’s budget to $510,050 in the 2012 budget.

“We’re looking pretty flat,” Field said.

Marina revenue is expected to drop by approximately $20,000. Revenues from the port’s Humphrey Road parking lot are expected to climb from $8,200 this year to $22,800 next year.

Salaries for port employees will not be increased.

Next year’s total budget is lower than last year’s, but that’s due to grant funding that did not come through as envisioned in the $5.3 million budget that was approved for 2011.
