Letter: Practice on expectant targets, not unsuspecting civilians

Shouldn’t “clandestine approach and surveillance training” be practiced on expectant targets rather than innocent and unsuspecting civilians using their tax funded parks for solace and recreation?

I seriously doubt anyone posing a threat to this country would be making s’mores around a campfire, playing Frisbee or enjoying an afternoon nap in a hammock.

I am sure if this resulted in a civilian death due to fright the Navy would be quick to dismiss it as just another collateral casualty.

This is the dumbest idea yet and accomplishes nothing.
