“A large pond built at a Langley-area bed and breakfast last spring without a permit should be back in the good graces of the Island County Planning Department soon.As reported in The Record last month, Chuck and Jennifer Johnson’s Ashingdon Manor has attracted a good deal of attention for the pond and the landscaping around it. However, that pond has yet to be permitted by the Island County Planning Department and is a source of concern for some people living nearby.County planner Matt Nash said this week that his department has not given final approval to the after-the-fact permit application posted at the Langley Road bed and breakfast. At issue are neighbors’ complaints about the pond’s proximity to Ashingdon Manor’s septic drainfield and the possibility that the pond could overflow in a rainstorm and flood neighboring properties. In addition, Nash said, no permit was sought by the Johnsons until the pond was fully installed. The Johnsons have said they received erroneous information from an engineer about the need for a county permit.Both Nash and Langley city planner Jack Lynch said this week they are concerned that during a heavy rainstorm, the pond has the potential to overflow onto properties north of Ashingdon Manor and into Langley. At present, the pond has no outlet. Both Island County and Langley have planning authority over the work at Ashingdon Manor, as it is in a joint planning area shared by the two entities.The second issue the Johnsons must resolve with the county is the pond’s proximity to the establishment’s septic drainfield. Rob Hallbauer, an environmental health specialist at the Island County Health Department, said the pond is within 27 feet of the drainfield, while a man-made stream feeding the pond runs on top of the drainfield. The department is asking the Johnsons to relocate the drainfield to reduce the risk of contaminating the pond. At present, Hallbauer said, there is no evidence of contamination in the pond or a nearby well.Hallbauer and Nash said their departments have received preliminary engineering information from the Johnsons regarding their permit. “
