Langley finds solution for triangular property

The 340-square-foot triangle-shaped piece of pavement will be rented out to Whidbey Island Kayaking.

The city of Langley has agreed to pursue an alternate use for an odd-shaped parcel of land it owns down by the South Whidbey Harbor.

The 340-square-foot, triangle-shaped piece of pavement will be rented out to Whidbey Island Kayaking, a business whose owner learned about the property from reading the South Whidbey Record’s previous coverage of it.

In April, the owner of the Boatyard Inn approached the city about purchasing the triangular lot.

As a condition of the sale, the building owner pledged to transfer the piece of property to the Port of South Whidbey so that they and the port could enter into an easement agreement for a larger and more functional parking area.

At the time, the Boatyard Inn’s owner was in the process of applying to convert the building to a 10-unit condominium, and more parking spaces were required to meet city code for the residential unit.

But in May, the hotel owner decided not to pursue the sale anymore.

Krista Loercher, who owns Whidbey Island Kayaking, approached the city with another possible solution.

Loercher proposed that her business could rent the city-owned property year-round as a parking space for a new eight-passenger van that will be bringing walk-on passengers from the Clinton-Mukilteo ferry into Langley to kayak launching sites.

At a city council meeting June 21, Loercher proposed a monthly rental fee of $50 for the lot. She also requested some sort of signage indicating the parking spot to be reserved for her business.

“In addition to paying rent, I would also consider donating our passenger van outside of our busiest months to support city programming such as Langley Mystery Weekend and visits from the Clipper, if and when these events return,” Loercher wrote in her proposal to the council.

Council members unanimously agreed that the city should enter into a rental agreement with Whidbey Island Kayaking.

As of Thursday, that rental agreement has not yet been finalized. Monica Felici, the city’s clerk and finance director, said the city attorney has drafted a rental agreement, which Felici will be reviewing and getting in touch with Whidbey Island Kayaking about next week.

Felici said the monthly rental fee for the parking spot will be similar to what Loercher proposed, although she did not specify the exact amount.
