A confrontation between Oak Harbor police and a man who was acting erratically turned violent when officers tried to restrain him in a parking lot on the south end of the city early in the morning of June 4, according to court documents.

Justin Pritchard, 24, appeared in Island County Superior Court later that day. The judge found probable cause existed to believe he committed the crimes of assault in the third degree and obstructing a law enforcement officer.

The judge set bail at $5,000 and ordered that Pritchard be evaluated by a mental health professional for possible commitment before being released.

According to an officer’s report on the incident, an officer pulled into the Walmart parking lot at about 1:30 a.m. to find three employees watching a man dressed all in orange who appeared to be in an agitated state.

The man, later identified as Pritchard, continued to repeat warnings about Satan, including saying that “Satan gives me a license to kill.” The manager told the officer he wanted Pritchard to be issued a no-trespass warning.

The officer followed Pritchard to Southwest Barrington Street and contacted him. He got into a fighting stance and threatened to hurt the officer. He said Satan was sending him to kill if needed.

Pritchard took off “in a full sprint” as another officer arrived, the officer’s report states. The two officers found Pritchard at the NAPA parking lot. He again went into a fighting stance and rambled about the prince of darkness.

One of the police officers told Pritchard he was going to place him in handcuffs, but he did not comply. After Pritchard resisted arrest, the officer used a double-leg takedown to bring him to the ground. The officer mounted him but Pritchard bit the back of his gloved hands and pulled his hair.

When Pritchard tried to grab his gun holster, the officer “delivered” an open handed palm strike to his chin. Pritchard tried to punch the officer but the officer pinned his hand to the ground until other officers arrived, the officer wrote in his report.

The officer placed him in a WRAP restraint, which immobilized his legs as he sat in a police car; he also got a spit hood since he kept trying to bite people, the report states.

The report states that Pritchard was wanted on a felony warrant for assaulting a law enforcement officer.
