“Linda Zoll, a commissioner for the troubled Holmes Harbor Sewer District, stepped down from her post Friday afternoon.The resignation came without any apparent warning. On Thursday night, Zoll presided over the district’s monthly commissioners’ meeting at the Holmes Harbor Golf Course clubhouse. She told a room full of district property owners that she was concerned about the district’s future because of the state’s investigation into an illegal $20 million bond sale the district made on behalf of a private office development in the city of Everett.I probably care more than a lot of you out there, she said.Zoll, who was a commissioner for the past nine years, was one of the people who signed off on the bond sale last October. She told the people at Thursday’s meeting that since the controversy became public knowledge in late June, she has been harassed by sewer district property owners. She said one property owner attacked her in Freeland’s grocery store the day after a newspaper article detailing the bond sale appeared in The South Whidbey Record. Apparently, Zoll was feeling pressure from her constituents. On July 11, Zoll faxed a message the district’s attorney, Charles Tull, and the district’s bond counsel, Mike McCall, in which she stated the district’s commissioners were taking too much abuse over the bond sale.This has gone far enough!, reads Zoll’s fax. The board of commissioners are taking too much undue distress over this situation. We need to bring this matter to the forefront as soon as possible.Zoll’s resignation may the the first of several if some of the district’s ratepayers get their way. Bob Randolph, a member of a group of ratepayers who are seeking independent legal counsel over the bond sale, said Monday that he and other group members will ask the remaining commissioners to resign. If that doesn’t work, Randolph said, the group will take other action.We may try to do a recall (election), he said.On Aug. 14, the district will hold a special meeting to appoint a new member to the board to replace Zoll. The remaining board members will also consider hiring an independent counsel to investigate the bond sale. The 6:30 p.m. meeting will be held at the district’s offices on Antelope Drive.Zoll could not be reached for comment in regard to her resignation. “
