Island County commissioners unanimously approved changes to the county’s comprehensive plan and zoning code Monday to designate Camp Casey as an existing master planned resort.

The approval comes after a five-year fight between Seattle Pacific University and Whidbey Environmental Action Network over development plans at Camp Casey.

“It’s an outstanding proposal,” said County Commissioner Phil Bakke.

“SPU stepped up to the plate and put together a package for long-term operation and care of that property that includes protection of the shoreline, the heritage forest and the lagoon while providing some opportunities for growth,” he added.

SPU has tried to get the historic property designated as an “existing master planned resort” and has proposed the construction of six new retreat buildings, 40 cabins, an educational center and a chapel at Camp Casey so the camp can become financially self-sustaining. WEAN has raised environmental concerns about the proposal, including possible impacts to the heritage forest that straddles the Camp Casey property.
