The move to establish a hearing examiner system was prompted by the council’s bungling of its review of Langley Passage, a controversial 20-lot development approved by the council earlier this year. The council initially rejected the project, but reversed course after outside lawyers pointed out the city had failed to follow its own rules in processing appeals.

City staff said Langley had received five proposals from potential contractors.

The council meets at 5:30 p.m. Monday, July 18 at city hall.
