In a recent workshop, the board authorized staff to begin updating old cost estimates for full and partial buildouts of South Whidbey Harbor, commonly called the Langley Marina.  Dialogues with Langley city officials concerning requirements to make future phases a reality will also resume, such as what’s needed to update an old inter-local agreement with the city and a 2004-created harbor master plan.

Getting the information together should happen rather quickly, said Port Executive Director Angi Mozer, but what will come later is less certain.

“I hope to be able to round up everything they’re looking for by the May meeting, and then I don’t know,” Mozer said.

“I think they’re just trying to gather information at this point,” she said.

In 2011, the port hired engineering firm, Everett-based Reid-Middleton Inc., designed several potential phases for marina expansion. The first was completed in 2014 with the installation of 330 feet of dock space outside the original breakwater at a cost of about $1.7 million. The cost of additional phases was not clear at press time, but a full buildout was not expected to top $10 million.

The port received a permit for a full buildout from the U.S. Army Corps. of Engineers in 2015. It has a shelf-life of five years, expiring in 2020.
