Whidbey Animals Improvement Foundation volunteers began building a new shelter in Coupeville. Approximately 60 volunteers attended the groundbreaking on Sunday, July 27. The new facility will be located at the entrance to Rhododendron County Park.
The nonprofit faced a steep rent increase if it didn’t move out by the end of February.
The 379-acre wetland provides habitat for 218 species of birds.
